Campaign for Working Families (CWF) is now a new Neighborhood Energy Center (NEC). This is where PECO customers can come to receive energy assistance and apply for support.

PECO Assistance Programs
PECO’s low-income program portfolio has the largest participation of customers in the state of Pennsylvania. PECO has a comprehensive, complimentary portfolio of assistance programs.
- CAP PIPP - Customer Assistance Program/ Percentage of Income Payment Plan - CAP-PIPP customers pay a percent of their total household income as their monthly PECO bill. Customers may be eligible for forgiveness of past balances when they first enroll in CAP.
- LIHEAP - Low-Income Home Energy Assitance Program - A Federal grant program for income eligiblecustomers; LIHEAP provides cash assistance as well as weatherization services.
- MEAF - Matching Energy Assistance fund - A Hardship program for customers 200% FPL or below; A hardship is defined as service is terminated or in threat of termination.
- LIURP - Low-Income Usage Reduction Program - A usage reduction program that provides energy audits and remediation measures for households 200% FPL or below with high usage.
